The hotel room, described by the hotel as "contemporary" was contemporary is the 1980s. 80's turquiose sconces and 2 ceiling fans that shook and clinked when there were on were the major light sources for the room. No romantic lighting was possible - there were no lamps except for 2 small bedside reading lights. The couch was made out of: (ready?) CEMENT!!! It

Yes, some people use 'lamp' for either a table or desk or bedside lamp, or a standard lamp. I guess they all have in common that you switch them on and off on the lamp itself, and they are moveable. Usually plugged into a wall socket. 'Lights' would be the main room lights, usually fixed to walls or ceilings, and switched from a wall switch, usually by the door. But it's a tricky area, and in the UK at least, I would say usage is not consistent. Some retailers refer to the bulb or fluorescent tube as a lamp, whether it's going into a ceiling fitting or into a moveable lamp.
'80s' turquoise sconces' means that the sconces had the look of something from the 1980s, or that they actually were from the 1980s.
I think the ceiling fans are meant to be light fittings too, that's not uncommon, but I agree, it's not clear.
'Ready?' is, as others have said well, for dramatic effect. It's like saying 'Now ... I'm going to tell you something really shocking and ridiculous ... are you ready ... because this will really make you fall off your seat ... ready?' ...
The style of the paragraph is already very conversational, as if the writer's talking to you directly, rather than writing a formal report for you to read. This kind of dramatic touch just increases the sense that the person is standing right there in front of you, with gestures and everything. It makes it more of a performance than a report.
