In my place, Tube light are not coming up (flickering continuously) because of low voltage. I heard that we could use double choke to solve this, let me know the circuit pls.....

If it's really because of low voltage, call your electric company and get them to fix it. It should not cost you anything.
Chokes are designed for specific voltage and tube requirements. I'd not try to redesign them.
Two chokes in series would limit the current even more and make your problem worse. Connecting them in parallel would double the normal current running through the tube... not something I could advise.
